Are programs seeing gains in TABE and CASAS testing as instructional shifts are being made to align with the CCRS and GED 2014, both of which do not align to the TABE and CASAS testing?

This is a great question. However, to answer it would require a fairly sophisticated research project because it is not easy to determine what factors cause changes in test scores. There are many factors—including the implementation of instructional shifts—but also other variables such as testing conditions; effectiveness of instructional strategies and materials; time spent in class—this list goes on. However, all agencies should be looking at their test scores and trying to determine what factors could be influencing them.
